The invention discloses a double-digital-loop-control low-power-consumption low-phase-noise C-type VCO, and the VCO comprises a VCO core module (1) which is used for generating an oscillation signal;a digital amplitude control module (2) which is connected with the VCO core module (1) and is used for generating a first control signal and a second control signal according to the oscillation signaland adjusting the amplitude of the oscillation signal according to the first control signal; and a digital adaptive bias module (3) which is connected with the digital amplitude control module (2) and the VCO core module (1) and is used for generating a third control signal according to the second control signal so as to adjust the amplitude of the oscillation signal. The VCO provided by the invention has constant amplitude and phase noise through alternate work of double digital loops, and realizes optimal power consumption and phase noise performance.
