The invention discloses a catalyst used for producing propylene through disproportionation from C4 and ethylene, wherein the catalyst is formed with a mixture of oxides of rhenium and tungsten as an active component, with one of a vanadium oxide, a niobium oxide or a tantalum oxide as a additive, and with KIT-6 being in a three-dimensional cubic porous structure or phosphorus-modified KIT-6 as a carrier, wherein the mass of the oxide of rhenium is 5-20% of the mass of the carrier while the mass of the tungsten is 2-6% of the mass of the carrier, the mass of the additive is 0.1-0.9% of the mass of the carrier, the specific surface area of the phosphorus-modified carrier is 400-700 m<2>*g<-1>, and the mass of phosphorus is 0.1-0.9% of the mass of the carrier. The catalyst is high in catalytic activity, is low in reaction temperature and is good in stability.
