The TCP/IP is adopted between a plurality of data collecting terminals and a control center server respectively and communication connection is established in a socket mode; when each data collecting terminal is initialized, device information of each data collecting terminal is sent to the control center server; the TCP/IP is adopted between the data collecting terminals and a terminal communication server respectively and communication connection is established in the socket mode; passenger information is collected through the data collecting terminals when passengers swipe cards to get on and down a bus, the passenger information and corresponding GPS information are temporarily stored, and then the passenger information and the corresponding GPS information are sent to the terminal communication server at regular time or in real time in a queue mode; the passenger information and the corresponding GPS information are synchronized to an intranet through the terminal communication server and synchronized to an extranet application service side through the intranet according to administrative division position information obtained by a GIS platform.
